Summary / Introduction
If you work as a Pointsman, or you are preparing for a Level-1 recruitment, this RBE is worth reading carefully. Railway Board has now spelled out how promotions will work in the restructured Pointsmen cadre, following its earlier letter No. PC-III/2019/CRC/1 dated 06.08.2026.
In short, the cadre now has four grades, from Grade IV to Grade I. The entry grade is filled by direct recruitment, and every higher grade is filled by promotion on seniority-cum-suitability after 2 years in the grade below. The full official text is given further down in this post.
Key Highlights
- The restructured cadre has four grades: Grade IV (Level-1), Grade III (Level-2), Grade II (Level-4) and Grade I (Level-5).
- Grade IV (Level-1) is filled by Direct Recruitment, with a minimum qualification of 10th pass, ITI or equivalent, or NAC granted by NCVT (as per RBE No. 01/2025).
- Grades III, II and I are filled by promotion on seniority-cum-suitability.
- Suitability is adjudged through assessment of records.
- The qualifying service/residency period is 2 years in each grade.
- The promotion path is: Grade IV → Grade III → Grade II → Grade I.
- Zonal Railways/PUs must revise and update their Pointsmen cadre rules.
- The orders are effective from the date of issue.

Eligibility
For Pointsmen Grade-IV (Level-1), Direct Recruitment
- The minimum educational qualification is as prescribed in RBE No. 01/2025 dated 02.01.2025: 10th pass, or ITI or equivalent, or a National Apprenticeship Certificate (NAC) granted by NCVT.
- Other conditions are as prescribed under the existing instructions for recruitment to Level-1 posts. The existing rules for Pointsmen in Level 1 continue to apply.
- This is subject to any later instructions issued by the Board.
For promotion to Grade III, Grade II and Grade I
- The employee must be working in the grade immediately below (Grade IV for Grade III, Grade III for Grade II, Grade II for Grade I).
- The employee must complete the prescribed qualifying service/residency period of 2 years in that grade.
- Selection is on seniority-cum-suitability. Suitability is judged by assessment of records, so there is no written exam or interview mentioned in this RBE.
Our Opinion
This section is our own reading of the RBE and is not part of the official order.
- Promotion is predictable now. With a fixed 2-year residency and seniority-cum-suitability at each step, an employee can see roughly when they become eligible. A clean service record matters, because suitability is judged only from records.
- Level 3 is skipped. The grades sit at Levels 1, 2, 4 and 5, so the jump from Grade III to Grade II moves an employee from Level 2 to Level 4. This is how the order reads, and it is worth noting for anyone tracking pay-level progression.
- The real work is with the Zonal Railways. The RBE tells Zonal Railways and PUs to revise and update their Pointsmen cadre rules. Until they do, expect questions about how existing staff are placed and how seniority is counted. This RBE does not answer those questions.
- It applies from the date of issue. The RBE says nothing about retrospective effect, so do not assume any.
